Chief Executive Officer
Matthew Kempton, MHA
Matt began his position as the CEO of Willapa Harbor Hospital on Dec. 1st, 2019. He came from Breckenridge, TX where he was the CEO of Stephens Memorial Hospital for six years.
Prior to this experience, Matt worked in a large urban medical center, University Health System, in San Antonio, TX. There he worked directly with rural hospitals West of San Antonio to develop rural TX healthcare improvement projects. He also helped these rural hospitals meet state reporting requirements, ensuring needed funding. This ensured rural hospitals in West TX continued to thrive. His passion is leading rural community hospitals to deliver excellent quality care while bringing more care locally to rural communities.
Matt graduated from Brigham Young University with a BS in Exercise Physiology and a minor in Business Management. He later attended Texas A&M Health Science Center at the School of Rural Public Health where he completed his Masters of Health Administration.
Matt is married to Chelsea Kempton. They have three children and live in Bay Center, WA.

Chief Financial Officer
Kimberly Polanco, CHFP, CCRS
Kimberly joined Willapa Harbor Hospital in April 2023. Before joining WHH, she served as the CFO for East Adams Rural Healthcare in Eastern Washington, the CFO for La Familia Medical Center in Santa Fe, New Mexico, and as the Chief Facilities Financial Officer for the New Mexico Department of Health.
She has sixteen years of experience in healthcare leadership roles overseeing financial operations in primary care, dental services, long term care, skilled nursing, behavioral health, chemical dependency, and other inpatient and outpatient operations.
Kimberly holds a bachelor’s degree in accounting from Western New Mexico University and a Masters in Business Administration with a concentration in Organizational Leadership from Eastern Washington University. She is also a Certified Cost Report Specialist.
She serves on the board of the Healthcare Financial Management Association (HFMA) which she has been a member of for several years in New Mexico and Washington. She chairs the Membership Committee and Certification/Education Committee, as well as being an HFMA Certified Healthcare Financial Professional. She is passionate about community wellness, performance improvement, and healthcare access for all.
Outside of work Kimberly enjoys spending time with her two children, traveling, running trails, hiking, mountain biking, and skiing.

Chief Operations Officer
Renee Clements, RN, CPHQ
Renee grew up locally in Willapa Valley on her parent’s dairy farm, in which she credits this upbringing and lifestyle for her work ethic and core values.
Renee took inspiration to pursue nursing, from both farm-life in caring for animals, as well as coming from a strong family line of nurses.
She earned her Bachelors of Science In Nursing (BSN) at University of Washington. Go Dawgs!
Renee has been a nurse for 27 years and has held the position of Chief Operations Officer for 5 years.
She has enjoyed a varied career in healthcare, emphasizing that is the benefit of being a nurse, having a vast array of career opportunities.
Renee has practiced nursing in multiple specialties: Emergency Medicine, Acute Care-Medical, Public Health, Surgical, Diagnostic Cardiology, Regulatory Compliance, Quality and Risk Management, and currently involved in Practice and HealthCare Financial Management.
Her passion in Health care is providing excellent, evidence-based, best practice medical services to our clients to create the best patient outcomes for everyone right here in her treasured hometown where most of her extended family resides.
Renee’s life outside work work revolves around faith, family and friends. She enjoys spending time with her husband in the great outdoors, spending time with her 3 children.

Chief Nursing Officer
Chelsea MacIntyre, RN, BSN
Chelsea MacIntyre was born and raised in the metro Detroit, Michigan area. Chelsea graduated with her Bachelor of Science in Nursing with honors magna cum laude and has previously worked for the Detroit Medical Center and the University of Michigan Medical Center.
Chelsea has held various roles at Willapa Harbor Hospital since 2018 and has been our Chief Nursing Officer since 2020. Chelsea brings professional expertise in emergency nursing, critical care, trauma care, infusion services, evidence-based practices, nursing leadership, nursing education, community outreach, interorganizational collaboration and quality improvement to her role. She is passionate about serving the North Pacific County community.

Board Chairman
Kathy Spoor
Kathy was born and raised in South Bend. She earned a Bachelor’s of Science degree in Nursing from WSU in 1982. After working as an RN in hospitals in Spokane, Seattle and Aberdeen, she moved back to the area to raise her family.
Kathy’s professional background includes 30 years in the health care field, with 22 of those years serving as the Director for the Pacific County Public Health and Human Services Department. Just over five years ago, she was promoted to her current position as County Administrative Officer. Kathy serves on a number of local and state boards, and is an active member of the Willapa Harbor Health Foundation.
She and her husband, Sonny Mark, have seven grown children, and 11 grandchildren, with #12 and #13 on the way.

Board Vice Chair
Dr. Jeffrey Nevitt
Dr. Jeffrey Nevitt has been practicing optometry in Raymond, Washington since 1983. He did his undergraduate work at the University of Washington and received his Doctorate of Optometry from the Pacific University College of Optometry. He completed a Preceptorship at the Seattle Indian Health Clinic in 1983 and entered into private practice in Raymond and Ilwaco, Washington in the same year.Dr. Nevitt is a member of the Optometric Physicians of Washington (OPW) and the American Optometric Association (AOA). He is a past President of the Willapa River Lions Club, a past President of the Olympic Optometric Association, and has been a board member of the Raymond Foundation for over fifteen years. His past affiliations include: Board member of the Legislative Division of the Washington Association of Optometric Physicians (WAOP), Legislative Key Person Coordinator for the WAOP, Chairman of the WAOP Rural Health Committee, as well as a member of the WAOP Hospital Privileges Committee.Dr. Nevitt graduated from Raymond High School and returned to Raymond with his wife Kristine to raise their three children. He was a Boy Scout leader for over five years and enjoys backpacking, white water rafting, canoeing, jogging, racquetball, and downhill skiing.

Board Secretary
Toni Williams
Toni was born and raised in South Bend. She retired from Security State Bank after 30+ years, mostly working as a lender. Toni graduated from the Graduate School of Banking Colorado in 2004. She has been active in the community most of her life. In the past she was involved with the South Bend Booster Club, Boy Scouts, South Bend Revitalization Team and Relay for Life. Toni organized the kids parade for the South Bend Labor day Celebration before ‘graduating’ to organizing the grand parade, which she also did for many years. Toni was a long time Willapa Harbor Chamber of Commerce trustee as well as a board member of the Pacific County Economic Development Council, serving as Chairperson for two years. She is an active member of the St. Lawrence Catholic Church, currently serving as the Finance Council Chairperson.
Toni married her high school sweetheart Clarence (Bunny) and after living out of the area for a few years, moved back to South Bend to raise their family. They have two grown children and seven grandchidren.

Gary Schwiesow
Gary was born and raised in Centralia, WA. After graduation Gary went to work for Lewis County Fire District #12 in Centralia. In August of 1979 he took a job with the Raymond Fire Department and has been employed there for over thirty-six years. Gary met his wife Julie here in Raymond, they were married in 1990 and have two sons Brandon and Spencer. Gary has been a board member for the Willapa Harbor Baseball Association and the Pacific County Fair Board, the Pacific County Anglers and likes to be involved in the community.

Board Member
Steve Holland, EdD
Steve and his family have lived in Pacific County since June of 2003, when he became the superintendent of Raymond School District. He spent 31 years in public education, after serving five years as an intelligence analyst in the US Army. He did his undergraduate work in International Relations at Brigham Young University, received a Master’s degree in Teaching from Whitworth College and a Doctorate in Educational Administration from Washington State University.
Since coming to Pacific County, Steve has been active in various community organizations, including the Lions Club, the Willapa Harbor Chamber of Commerce and the Boy Scouts of America. Having recently retired, he looks forward to continuing to be active in our community and sees serving on the Willapa Harbor Hospital Board as one way to do so.
Steve and his wife Kathy, have six grown children and six grandchildren.
